Also, I'm not sure if you're aware of this, but in our system (not the Canadian system with which you're familiar) the Executive Branch is in charge of implementing laws. If the executive decides that a delay ion implementation is necessary, that's his perogative. He has to administer the laws, hence the phrase "Obama Administration)
